Mahmud Gawan served as the prime minister of the Bahmani Sultanate and was a key figure in its administration and intellectual life. A scholar of Persian origin, he implemented a series of administrative and economic reforms that strengthened the Sultanate. He reorganized the revenue system, reduced the power of regional governors, and promoted education by establishing the renowned madrasa in Bidar.
